The easiest and most common facilities for disposing of small volumes of toilet waste (like from an RV or portable unit) in the Houston area are RV dump stations.
These stations are typically found at:
Large Travel Centers (e.g., Pilot Flying J, Love’s)
RV Parks and Campgrounds (often for a fee)
RV Service Centers
For large, commercial volumes (like septic tank waste), the disposal must happen at a licensed Wastewater Treatment Plant (WWTP), a service typically handled by commercial liquid waste haulers.
