Hundreds of government departments and agencies across Canada award over 500,000 contracts yearly. Public Services and Procurement Canada (PSPC) manages larger or complex agreements, while over 100 agencies and departments secure their own services. For portable restroom companies, opportunities exist in all levels of the Canadian government, from the Royal Canadian Mounted Police (RCMP) and Correctional Service of Canada to municipal, regional, and provincial buyers.
Recent actions, like allowing electronic bid submission and using plain language in tender notices, have made procurement processes easier and faster. Other initiatives ensure Canadian businesses get a fair shot. As a result, there’s never been a better time to place bids for Canadian government contracts. Here’s what you need to know.
Bidding for Government Contracts: How It Works and Where to Start
Government agencies and departments publish instructional documents, called tender notices, on online platforms that serve as marketplaces for finding opportunities. PSPC posts most tenders on CanadaBuys. Municipal or city requests appear on their websites, procurement portals, third-party aggregator platforms, or MERX, which is one of Canada’s largest procurement systems for Crown corporations and large municipalities.
In addition to one-time bids, some municipalities and cities establish standing offers. Selected businesses are added to an approved vendor list. This setup allows buyers to request bids when needed. To learn how the federal procurement process works, consider attending a local event or virtual drop-in session hosted by Procurement Assistance Canada.
6 Steps to Place Bids for Canadian Government Contracts
Tender notices explain how to submit a bid. Submission methods vary. Federal buyers use the SAP Ariba electronic bidding system, while smaller contracts, like short-term rentals, may allow email or Canada Post Connect submissions.
Follow these steps to register and bid on government contracts:
- Gather registration information: Get your nine-digit business number from the Canada Revenue Agency (CRA) along with your legal business name, entity type, owner names, scope of services, and locations.
- Register for a SAP Business Network account: Enter business details, fill out the Government of Canada’s required questionnaire, and complete your profile. This step provides a business number for using the SAP Ariba e-procurement system.
- Get your Procurement Business Number (PBN): Go to the Supplier Registration Information (SRI) system and enter business details to receive your PBN via email. Then complete your SRI profile by entering your PBN and other service information.
- Identify opportunities: Use filters and search tools to find tenders on CanadaBuys, municipal portals, MERX, and third-party sites like Bids&Tenders or Bonfire.
- Review bidding details and requirements: Read tender notices carefully, as they explain how to prepare your bid, when it’s due, and how the buyer chooses a winner. The documents also say whether you need a security clearance.
- Submit your bid: Prepare your proposal, ensuring it meets all qualifications and includes supporting information, such as insurance certifications. Fill out a bidding template or complete the pricing form, then use the required submission method.

Tips for Finding Government Contracts and Submitting Bids
The Government of Canada provides in-depth guides and checklists to help you place bids and track notices. Use these resources to nail the basics. To get your foot in the door, consider going after low-dollar value bids, which are $40,000 or under for services.
Try these search and bidding tactics:
- Search procurement systems for a range of terms, including washroom rentals, event services, portable restroom trailers, hand washing stations, sanitation services, and parks maintenance
- Look at award notices and contract histories to understand agreement formats and requirements, then use this information when calculating costs and preparing your bid
- Read updates issued as an addendum, which may change specifications, extend the deadline, or answer supplier questions
- Subscribe to receive updates on procurement platforms, such as CanadaBuys, which lets you bookmark notices and sign up for email notifications
